Madison, there's a woman named Nana in Pefki (near Maroussi) - she spent several years in the US and speaks English like an American. I don't know how much experience she has with very fine hair, but at least you'd be able to clearly communicate to her what you need? She's at Dimokratias 3 (corner with Eirinis), 210 806 8116. She works on a first-come, first-served basis (no particular need to make an appointment), and her prices are VERY reasonable. (My mom paid EUR10 for a simple cut.)
