You could just make a Google sheet or excel sheet and track client name, website, email, and whatever payment data in the cells. You can have a calendar intergrated into it to have a visual representation when you Need to remind them of payment.

You can try evaluating [one of these](https://en.wikipedia.org/wiki/List_of_ERP_software_packages), they are open source and most of them are fully customizable. If not, then you'll have to develop a custom one for yourself. If you know python/php well, shouldn't be a very difficult task.
