Amy Stubbs or Will Fagg might be the two people I would consider contacting. I know Will can rekey locks not sure about that old of locks and I know Amy works for a lock smithing company and might be able to help.

You can try Robert's Key Service in Mt. Vernon. I've only used them to replace a cylinder lock, but have heard good things about them in general. I'm pretty sure they do historic locks.
