Duet fit Sagrada Familia is the cheapest in the area (~25-30 per month?). No pool or spa though.

Definitely Claror Cartagena! It's where I go. I only pay 32 per month and it was completely refurbished 5 months ago. Amazing SPA and pool, brand new machines, they even have screens with internet where you can watch Youtube, Netflix etc while exercising! Hotel H10 Marina has a nice spa with sauna, Turkish bath, jacuzzi etc...I think it's 16€ a day and 9€ for a couple of hours
