Agreed, La Caixa is the worst! Even if you aren't a customer, if you need to use their ATM they charge a €2 transaction fee even if your own bank doesn't charge fees for foreign ATM's. There is ING here in Spain but it's mostly online banking, there are only 3 offices in Barcelona which makes it a bit of a hassle if you need customer service. My friend had success getting a bank account through Caixa Catalunya without a NIE, and could use it to sign up for various services (most utilities and whatnot need your bank account and will withdraw payments directly from your bank), however he basically couldn't withdraw money from it until he had his NIE.

Ps Spain and the U.K. have a dual taxation treaty in place. Don't know about Canada/USA. But if you become s resident of Spain you are taxed on your worldwide income and assets
