Best bet is Richmond, but prices are pretty fair there so you may want to go all the way to DC if you want to get ripped off and toss your bills around. Charlottesville is mostly frat boys so you can probably get one of those overpriced hipster Hitler youth trims if that's your thing. There are some decent neighborhood barbers that are fairly priced, nothing too remarkable though.
