No refusing to pay rent is against the law. Please read over an apartment contract. What you should do. Either/Or: 1 certified letter mailed to office manager requesting repairs. Or (1) Dated Letter to manger for work order if they don't do anything a (2) dated work order letter stating this is final notice . {last letter can have notice of intent to dissolve lease contract due to failed repair request.} (due keep in mind non-certified mail can be claimed never received by the tenant) Certified mailed letters are more binding, do them signing for it. If you don't intend to move. You can contact regional apartment manager or city building code enforcement. For your city.
