There's some decent artists that do new school at Monolith. If you decide to go traditional, go see Dirk at Gold Standard.

Get some names and research for yourself, instagram is usually the best resource. Everyone with one or two mediocre tattoos that they love will claim that their artist is the best.

I got a couple of knuckle tattoos at Art Work Rebels in Portland from a guy named Ross. Granted they're small but he did a helluva job, good lines, symmetrical, healed nice. Awesome!
