Any car mechanic gurus out there? My 1999 Concorde is surging while driving, and when it's idle. Any suggestions??

vacuum hose? . Auto Zone and OReilly's will hook it up and check it for free and diagnose the problem for you

If this happened right after our freeze, there's a good chance of it being a vacuum leak. 15 yo rubber doesn't like the cold. Listen for a hissing sound from the engine compartment while the car is running (with the hood up). A little hard to hear over the engine. Sounds like when you're putting air in your tires, just hard to hear. Listen close. If it happens when the car is idling, most likely it is not the trans. But if it only occurs at idle when trans engaged (I.E. At a light) may be trans. Clean filters are the cheapest fix. You say you have a new air filter - maybe. However, a fuel filter can likely be difficult. Often times they are in the fuel tank. Extremely low battery current can many times cause probs with things like shifting if the trans is electronic. Idle surges are possible too. Also low voltage can make the computer wig out. (Less likely) Dirty fuel injectors. Usually more of a power loss or misfire issue. But, still a possibility. Throttle position sensor is a good guess. Could definitely cause that. How likely? I dunno. As it was said, there are sooooo many different things than can make a car surge like that. Overall, hit up Advance or O'Reilly first. They will do the freebie checks. Best chance for repair is to take it to a certified mechanic. I am not. Ken Sweat has always been good with cars. He's a good source of info.
