Na if a new rebuild did the same immediately after a full rebuild i highly doubt the bands burnt instantly. From what i have heard the throttle position sensor signals shifting but on fords if the speed sensor isn't working it'll shift randomly. Now seeing you have to start in neutral tells me either there is an adjustment out on the linkage or an electrical issue somewhere in between. Could be anything from unhooked harness to pinched wires on the harness to a possible bad ground or even bad sensors. Hard to tell without crawling around and looking over everything. David Arroway can rebuild that transmission a fair bit cheaper than that though and do it right. But he does not pull and install
