I'd set up a meeting with Strite Design and Remodel. They aren't architects, but they do some really creative remodel/addition work and they understand a budget. Jim Glancey the owner of Glancey Rockwell Architects also does some really creative residential work. He's who I'd go to if I was starting something from scratch.

I don't know if you are specifically looking for somebody in the Boise area, but Rex Hammond in Blackfoot does a nice job. He did the plans to turn the Old Civic Center building into the Hawker Mortuary.
