I haven't gotten any tattoos in Boulder but when I did in Burlington VT I searched Burlington in /r/tattoos and looked at the pieces people had posted. From there I found a couple artists I was interested in and researched them further ultimately deciding on one.

I go to As You Like It Custom Tattoos and Fine Arts in North Boulder. I really like them because they are a small, local business, and both artists genuinely care about working with you to get the perfect piece of art. Jules has a lot of experience doing flowers, animals, and landscapes, while Raleigh does a bit more of the abstract art. That being said though, they both have a wide range of talent. I know that FB links aren't allowed, but hopefully, this subreddit allows imgur links, because here's my recent collection of [butterflies](http://i.imgur.com/af5 xBSv.jpg).
Does anyone have access to or know of a tattoo artist they are impressed by that charges reasonable prices? I don't want to overpay for my first tattoo.

Depends on if you want original art or if you have an image that someone is just gunna paste on you and color in. If you want the latter, you're going to have to shop around in person a bit. I've got B/W ink from Claw & Talon, and only color from Enchanted Ink. I've heard Bolder Ink is quality.

Rising Tide Tattoo- Phil Bartell, he's got a decent wait list but it's worth it. He is an incredible artist and is great at collaborating to make the design perfect. He's also won a bunch of competitions.
