There was certainly some time spent in meetings etc. with City Officials,but that is part of their job and included in their day-to-day routine. It's no different than the time spent meeting with the owners of Vicente's, or Market Basket, or Trinity Financial. I don't see how not having those meetings would have changed any of the things that you point out.
