Globally, if you want to make a rough calculus of the price a house is going to cost you, you might want to use this formula : price of the house*1,15 which would cover registration taxes, notary charges etc. This is of course a rough estimate. If you want a specific estimate, you might want to use something like the website of Immotheker. I just bought a house. It cost me houseprice+10% (KI =€505 located on the border with Holland) cheap notary, could have cost me 1000-1500 more.

Be sure to stop by different banks to ask for quotes and negotiate your rates. Having two players in the game lowers costs and rates considerably and will give you an excellent idea how it all works.

"An annuity is a financial contract which provides an income stream" says Wikipedia. So no, in the context of buying a house, that would not work at all. Generally, you need to look for suitable properties on www.immoweb.be and budget 15-20% on top of the price for taxes and fees. Most properties need an extra 5-15% spending on doing them up. That's the (very) short version.
