As major area for cab you've Porte de Namur, Bourse, Debrouckere, Schuman, it depends where you want a cab. Other you can do like me and always have this number in your phone : 02/349.349 :-) Really useful when I spot people trying to hail a cab. Also if you are like around the justice palace and you just stand in front of the war monument (not the kind of tumb, the other one) in the evening you'll have a cab stopping...:-)

try advertising on something like care.com and if I were reading an advert, I'd be expecting payment to get from Strombeek to Etterbeek and back in time AND also a decent cost per km too on top, such as 50 c per km. Are there no schools in Strombeek? I'd expect around 15 euro for the 1.5 hours to do the trip plus around 15 euro for the car costs including depreciation/insurance/maintenance, so 30 euro each trip.

I had a contract with Taxi Verts for a year for my daughter. The school can't force you to have the same person. Your contract is with the company. It was quite useful. But I suggest you call them every morning to be sure that your ticket is registered. The advantage is she paid with cheque taxi so no money involved
