Anyone who doesn't answer "Depends." doesn't know what they're talking about. Lu Skywalker at Artisan does really good pop culture stuff that looks like oil paintings. Jason Angst at Artisan does really good surrealist shit. Heck, pretty much everyone at Artisan can tattoo. Sarah Miller at WyldChyld for portraits. Emily Elinski at Armature has crazy clean linework. Her traditional stuff is pretty great. Michael Patrick at Milestone for new school stuff.

Jesse Churchfield did most of my work. They have all healed really well and still look great years later. Jesse and her husband run Lantern Rose in Lawrenceville. She has a traditional style and isn’t heavy handed like some tattoo artists can be.

Doug at bloodlines in Bloomfield did one of mine, it's beautiful. He does really great realistic style and also he's really great with bio mech. Jesse Cramer is really great for black line work style, she works at a shop somewhere in lawrenceville.

Would be helpful to know what style you're looking for and an actual budget (what you consider high/moderate may differ from me). That said, for traditional tattoos Old Soul in Cannonsburg is top notch, for realism/black and grey I'd recommend Artisan.

Pete Larkin at kyklops has done the majority of my work. He does great stuff. Not super cheap, not super expensive. He’s a pretty traditional tattooer

Pretty much anyone at Black Star tattoo in belle vernon. its where myself and most of my friends have gotten work done. they're awesome, if a little far from town though

So, both of my tattoos are simple black ink designs (I wasn't going for anything super ornate when i got either, i wanted simple) but I highly recommend Kyklops tatoo on South Side. Richie there did both of mine and everyone there is great and very welcoming and Richie was great to talk to both times, about all sorts of things. I remember being very nervous about my first tattoo ( a tribute to my dad who passed in 2014) and Richie did so much to ease my nerves.

Inka dinka doo in Lawrenceville. Or Seth Leibowitz at Art Form in Lower Burrell. My boyfriend is apprenticing at counter culture tattoo in east Pittsburgh, but he isn't on that level yet. He recommends Seth (from Art Form) or Doug (from Inka.....he just got 4 th best tattoo artist in pgh).
