My husband and I will be in Chico for a weekend to attend a wedding and we'll be staying 2 extra days so we can explore my old hometown...

Most restaurants are open for indoor and outdoor dining, and our cases have remained steadily low since the vaccine rollout began several months ago (7 day average of 19 new cases for all of Butte County per the New York Times county tracker).
Almost everywhere with an outdoor patio is dog friendly, so you will have no shortage of options to enjoy with your pup! Places like Mom's will even bring you a dog water bowl.
Check out Secret Trail Brewery if you are looking for outdoor music options and consider a hike to Table Mountain or Upper Bidwell, both are exploding with wild flowers right now.

Who’s having a wedding in Chico in the middle of a pandemic? I want to be excited for you and help out but also... it’s not entirely the time to come back and totally reminisce about Chico. Lots of things closed/don’t have dine in, and Covid cases are peaking. One recommendation I will give is that Dutch Bros has “puppucinos” which is whip cream and a doggy treat :) hope you guys are vaccinated and have fun!

Tres Hombres allow dogs in the outside area and will even bring your pup a water dish. Burgers and Brew allows it too. I am sure other places with larger outdoor seating would allow too. You can bring them to DeGarmo dog park or even better, lower park before 8:30 am.

Brave coffee has outdoor seating and I see people sitting outside with their dogs all the time, sometimes inside too. I think they have some of the best coffee in town as well. The commons is a bar where you pour your own beer and cider. They have like 20-25 things on tap and they focus on outdoor seating. People bring their dogs out there all the time. Country morning bakery and cafe is pretty great too. Huge, fresh, yummy cinnamon rolls with outdoor seating. Seen people bring dogs out there too. As for your second question, I don’t know of any places that make dog treats but that sounds like a Chico thing so I’m sure someone does. Hope you enjoy your stay :)
Is there a bakery in this area that bakes and sells King Cakes?

Hmmmm, that's a bit up the road from hwy 28 e!! LoL!! The Batters Box in Tioga makes them & mails them. If'n you can't find a good one in Arkansas, you may try looking them up. Especially the cream filled and strawberry or blueberry type. Last year the Krewe of Zulu in NOLA came out with a special coconut creme filled King Cake especially made for them. Tried to find one when we were in NOLA last year about this time, but the designated bakeries that were making them were all sold out.
