Try Spot: https://spotwalk.ca Kind of like Uber for dog walking. Download the app and pick nearby walkers (you can schedule a meet and greet beforehand). You can book walks as you need them or do regularly scheduled walks. The app shows you where the walker took your dog on a map and also gives you a walk report. Prices are good $20 for 30 min, $25 for 45 min or $30 for 60 min. Buy a package and it’s cheaper (ie 20% off if you buy 15 walks). Edit: The walks are private too. No other doggies.

They're both wonderful ladies, and true dog lovers. I can't remember if they're city-wide or not, but I still wanted to recommend them. If they can't service your area it wouldn't surprise me if they have recommendations.
