It seems you've got a lot of recommendations, but I've exclusively gotten balayage and touch-ups at Fringe in Remington by Erin. Super cool and welcoming space, and they'll offer you a beer/wine while you're there :)

I just got balayage done at Tenpachi in Fells Point! They use Paul Mitchell products which have always cooperated well for me, and I think their costs are extremely reasonable compared to other salons!
Can anyone in the Catonsville/Columbia area suggest someone who might be able to do Rachel's hair for prom? We don't really know a good hair stylist right now.

It's a bit of a drive, but there's a place near me in Bel Air, MD, called Shear Perfection. They do a pretty amazing job. There's another place my sister recommends, I haven't been, I think it's in Jarrettsville, MD, called Lavish. They're new, but a girl works there that used to be a Bond St. colorist.

She's very flexible and incredibly awesome. I've been getting my hair cut there for some time after losing a beloved stylist to warmer climes. If you're into supporting a small business owner in the city who is also a kickass lady who knows her stuff, I would recommend Renee.

I've gone to NV Salon Collective in Hampden for the past few cuts, and have left very happy with my hair every time. I don't know about color, but my cut with the non-owner runs $45.

Alberta Santora highly highly recommend her...she is in Greenspring Station - Pikesveill but so worth the 20 minute or so drive... she is at Capellis Salon Greenspring Station

Just for cut and style? Glenwood Barber & Styling. Terry Rogers is the BEST! Then you can come over for dinner.
