Have you tried Dr. Palmer. He's an all around good vet and I am pretty sure he does floating without power tools.

Dr. Bickel from Whole Horse Veterinary Services is who I use. She's a vet so can do sedation, no power tools and you have used her before for the eye. I have my opinions on some of the names mentioned if you want to PM me. About them.

I have never used Dr. Bickle for floating because Gina's horse has never needed her teeth done since we have had her, only for yearly vacs and other type calls, but I know others who have had her out to the barn for floating teeth and the other plus is she is familier with where your horses are. Go for it and yes she is reasonable on her fees!!
