I would go to Loreto Baja Sur if you want to see blue whales and humpbacks. If you want to see gray whales go and stay at one of the camps on the Ignacio Laguna. San Ignacio is a 3 1/2 drive north of Loreto. Have fun you will see lot's of them.

We live in Loreto and have a small beachfront property, Villa Linda Mar, with 4 casitas. You can see lots of sea life from our property and get up close with the blue whales by boat. A couple days ago we had several pods of dolphins just off our beach and well as jumping mobula rays. The whales should be showing up soon. www.villalindamar.com

Puerto Vallarta has by far, much better conditions for photography. .Banderas Bay is there natural birthing grounds, and it is very common to see hours old babies, a few hundred yards from shore! Cabo has a decent population, but they are typically outside of what one would consider shore viewing range.. I am not that familiar with Mazatlan, but I was told years ago that it was a transient bunch, often moving in and out... Your best bet would be to Google "university whales puerto vallarta" the program here is a master's level, they do tours to raise money for identification, and will answer ALL your questions

Paula Bitner at Limelight Photography, in my opinion one of the best photos at full colour photos...I mean a few b&w or sepia are nice but I personally love colour photos and hers always look so vibrant!
