This is a generic question. May I recommend Google or one of the countless accommodation booking sites (e.g. Agoda, Booking.com, AsiaRooms.com)? You'll be amazed to learn that such sites have hundreds upon hundreds of reviews, filtered by location, price range and availability. Probably a better shot than a random Redditor or two.

All relative to what you want to spend. There's plenty of guest houses around at the $15-$25 mark/ night. There's not many hostels in Chiang Mai that I'm aware of: why sleep in a room of strangers when you can get your own private room anyway. For Songkran you'll want to be near the Tha Phae gate in either the old city or Night Bizarre areas.

Bow Chiang Mai on Moonmuang Soi 9, near the Tha Phae Gate. Book now, the city is sold out over Songkran.
