As other posters have said - it matters if this is reconstructive or purely cosmetic. If it is post-mastectomy she can get a referral from the original doctor/surgeon. Cost also comes into play as to what she is willing to spend. It can really be all over the map. I have no prior experience with this but i have noticed a place called XSculpt by Howard and Ridge in the Rogers Park area that may be offering the service you're looking for. Seems like they've got pretty good (albeit low) reviews on google - maybe worth checking out?

If this is post-mastectomy, your doctor should have a short list of surgeons who are covered by insurance. Even if it's just cosmetic, I'd still probably ask a doctor instead of Yelp or Reddit.
