Oregon State does those surgeries. I work for an equine veterinarian and we've had several clients with horses who've undergone that surgery. If you can afford to do it, then I highly recommend it. It will absolutely help your horse breathe normally again. Those little flaps sort of become paralyzed and they simply tie them back/open so the horse can breath properly.
