Replace it. They go bad and leak. Take a picture, bring it to a home repair/supply place like Home Depot and they'll sell you another faucet. Buy a book while you're there if you aren't comfortable just winging it.

Is it a tub-shower? Single handle? Know the manufacturer? Sounds like the valve isn't opening all the way. Take pics of handle then take handle off, take pics of that and then go to Home Depot and talk to plumbing guy.

As Trouserpudding says: replace the faucet. It either has a setscrew on the underside that holds it in place via rubber "O"ring pushed onto 1/2" copper line or more likely is threaded onto a nipple. If no set screw just grasp faucet and unscrew.
