Royal Welsh College of Music and Drama offers "access" tuition - so anyone can access lessons from the college's teachers. My husband teaches there (not piano). Worth contacting them, if you don't mind travelling to the college for lessons. Or if she knows she wants to get to Grade 8 and beyond, there is always the Junior Conservatoire. Hope that helps.
