Drunken barber on Smith st. I get mine cut in the same style you described and they nail it every time. They also only charge $30 and you get a beer while you wait.

I had your same problem, here's a tip. Comb your hair while it's still wet coming straight out the shower, then apply your product while it's still damp. Also you don't need as much product as you think, too much will make your hair too heavy and it will fall out of place. When your hair dries, if it's already been combed perfectly in place it should stay that way all day. As for barbers, if you give any half awake hairdresser a picture of what you want you shouldn't have an issue, but personally I like to seek out the oldest looking barber I can find because I know he's cut that style 1000's times more than your 21 year old hipster at Dr. Follicles who just graduated barber school.

Temple Town on Johnston St in Abbotsford is really good for that sort of thing. $38.50 for a cut and a beer.

http://www.rockitbarbershop.com/ on Collins St (Near Southern Cross Station). Under $25 with a beer from memory. They did a cut that had me going from a comb down short-back-and-sides to a pompadour. Cool guys too. I did feel out of place without ink though. Similar style to http://www.barberofseville.com.au/ (Richmond and South Melbourne), where I think some of their guys used to work.
