Homeowners insurance hard to find New insurance policies on hold until area wildfires are 100 percent contained By Douglas W. Motley Local Farmer’s Insurance Agent Shelli Wimmer told those attending a recent meeting of Crestline Connect, a networking group of businesses and community leaders, that most California admitted insurance companies working under the rules of the California Insurance Commissioner are not writing any new homeowners policies until the Lake Fire in the San Gorgonio Wilderness Area is declared 100 percent contained. That may be a while; a long while, according to fire officials who say full containment on the devastating wildland fire isn’t expected until winter. According to forestry officials, the Lake Fire, which ignited back on June 17, remains at just 98 percent contained. Noting that portions of the 31,000-acre blaze are still either smoldering or actively burning, U.S. Forest Service Public Affairs Officer John Miller last week told The Alpenhorn News, “Because of the inaccessibility of the of the terrain, there are portions we can’t get to. We don’t expect full containment until the winter rains and snow return.” Whenever there is a fire, said Wimmer on July 15, a binding restriction is put in place to restrict any policy from going into force. “It is usually by zip code within a certain mile radius of the fire. Each company does it differently. In the case you are discussing (the Lake Fire), they have begun binding by specific property location and they are aware that it is only 90 percent contained.” And now with the North Fire in the closer Cajon Pass, problems may be compounded, making insurance even more difficult to find with fire on both sides of the mountain. Acknowledging that the inability to write homeowners insurance policies has a negative effect, not only on insurance agents, but real estate agents as well, Wimmer said this is standard practice with all insurers and that it happens every time there is a fire. Asked whether the current embargo on issuing new homeowners’ policies is only in effect in the mountaintop area, Wimmer responded, “It’s in any area where a wildfire has broken out and that carries a high risk rating.” Even the Yucaipa area is currently facing a risk and rate increase with its recent spate of nearby wildfires. Lakeview Realty owner Derek Leistra believes the current homeowners insurance restriction could be a major problem for buyers and realtors. “No doubt about it, it will be a huge problem. People will rethink purchasing a home if there’s no insurance available. And that’s too bad because with today’s low interest rates, this is a great time to buy.” For persons currently buying or trying to by a home, a business or other property, there is one guaranteed way to get fire insurance, but it’s not cheap. It’s called the California Fair Plan. According to its website, the Fair Plan is an association comprised of all admitted insurers authorized to transact basic property insurance in California, providing basic underwriting guidelines are met. However, the Fair plan only covers fire damage to your home, not to its contents, nor does it pay for liability. Even they (Fair Plan) admit that they are an insurer of last resort that should be used only after a diligent effort to obtain coverage elsewhere. Another option that is available, said Farmer’s Insurance Agent Bill Westenberger, is turning to un-admitted but “A-Rated” insurance companies to write your policy. He suggested comprehensive home insurance companies like Lloyds of London, Scottsdale and Lexington, although their rates are higher. “Un-admitted” in this instance means that these large companies have chosen to not be bound by the rates issued by the California Insurance Commissioner. “In some ways, they are saviors as they will issue and renew policies in higher risk areas than admitted carriers will, since admitted insurance carriers must abide by the rate structure and regulations dictated by the California Insurance Commissioner.” However, Westenberger warned, only work with an agent that knows this area, as some out of the area agents will bind a property, but then after the 30-day period, not issue a policy due to fire danger concerns, forcing the homeowner to the California Fair Plan. Common complaints about Fair Plan policies include the cost, which can be double that of policies issued by most major insurers, and its requirement to clear brush 200-feet from your residence, whether you own that land or not, even though the county and state only require a 100-foot, or to the property line, clearance. But, despite all its drawbacks, the California Fair Plan may be the only option for many home purchasers who insist on purchasing insurance from admitted insurance carriers in California this summer, or until all nearby wildfires are fully contained.
