You can't get both. The best is spirit spa. Dime is great too. There is a new place called ten spot, they look clean but unsure about their services. Anywhere with a built in foot bath is going to be a breeding ground for bacteria. Queen nails etc...are all gross, I don't care what anybody says to try to negate that, I've seen them and I am familiar with best practices.

The Ten Spot for sure! They don't reuse nail files like other places, they use only stainless steel tools that are put in to get cleaned after each client. I haven't had a mani or pedi at Spirit but I assume it would have stringent practices as well.
