Are you in city if Decatur? If so the tree paperwork is online. It's an "information" permit for the city to manage the overall canopy. You are allowed to remove up to three trees in 18 months without penalties. Tree removal companies are not responsible for checking permits. Personally if the tree is large enough to damage the house I'd remove it and let the county fine me, me and then take it to court.
