For your dog: What you can do is register your dog /chip number in all the vets nearby. The vets do send a weekly list to the municipality but it's unclear if this can be tracked at the municipality. For the dog you found: that chip/owner is definitely registered with at least one vet, it's a tedious process of finding out which one (there is a good list in the files section of this page for Dubai vets).
