Boosting your Pokémon with Stardust before or after evolution doesn't matter. If you boost then evolve, or evolve then boost, your Pokémon will have the same CP either way. It's also worth it saving your Stardust (if you're not a huge gym person) for when your trainer level is higher because you'll start finding higher CP Pokémon in the wild. Unless it's a pretty rare Pokémon that you know you won't find again for a while.
