Jennifer, you can level the 2 x4 by shimming. Pick a high spot and level every thing to that spot. cedar shims will work for this. Shim every couple of feet. start close to your high spot and work out from there. once you are satisfied that the 2 x4 s are level then the next step is to put plywood down. I would use 5/8 inch plywood to give you the support you need. From there you should be home free. If you need more advice call me at 425-238-6048 you can google flooring on the internet and get good advice as well!!
