Undergrounds and lines that serve only one house are owned by the property owners, Deb & Brad have a 2 pole private line, the price you pay for living off the main road so all rate payers don't pay for that. (can you hear the old work spiel coming out of me...LOL) and yes UG is more expensive than overhead.
