I can't think of anyone that's reputable I've heard of in NY. Most over there are just mailing stations for the companies out west in places like California. [Recovery Force](https://www.recoveryforce.com/) and [Data-Medics](https://www.data-medics.com/) have tips that are in the sidebar and regularly provide useful advice in this sub, as does [ESS](http://www.datarecovery.com/). (I'm not affiliated nor recommending, just an observation.) Most repair shops don't have a clean room or skills for mechanical failures that require taking drives apart, and thus send HDDs to their preferred service.

Not aware of any actual labs in Washington. At this point, most data recovery companies listed in major cities are virtual offices that turn around and ship your drive to a central location.

Cost varies depending on the issue with the drive, but for a dropped drive with failed heads, expect $600+ at most places... with the plus depending on the level of damage.
Other labs that respond here often, that I know of, are /u/DataMedics (RI) and /u/RecoveryForce (Canada). Both are knowledgeable and would also treat you fairly, I believe.
There are a lot of recovery companies out there, many are just fine, others you may want to stay away from. You'll want to call several and ask questions about their capabilities, if there is an actual lab where you will be sending your drive to, what their policies are regarding costs to you if the drive is not recoverable or you decline (eg: evaluation charges, attempt fees, parts charges, etc.), costs for shipping, costs for return media, etc.

It's not in Hamilton but I've used a company called Fixsys in mississauga before. Gord is the owner. You'll want to Google the name Fixsys. He is located around erin mills pkwy and qew. He provides free estimates. I've found him to be very knowledgeable/passionate. Full disclosure I work in IT and he has been able to get data back for some of my clients each and every time. His prices range from $100+ depending on complexity.

For the laptop, I assume they don't power on? You could probably remove the hard drives pretty easily and buy a cable from Canada Computers to connect it to USB on your computer to back up the hard drives. I am curious if they are able to recover the SD cards for you. I hear sometimes they will try to buy an equivalent card to be able to just take the data portion and put it into another card. Common with USB sticks. I think I found these two recommendations earlier in the year off the Reddit data/backup forums when looking to help out my brother in law.
