I emailed the council and asked them to confirm what a 'Competent Surveyor' was. They confirmed RICS or something similar was acceptable. Others are saying that they've been told it's not necessary. (See Isolde Davey's post and an earlier one from me). Today I have had s survey done by 'Pell Frischmann' from Wakefield. 01924 368145.
There are a few different methods I have heard/seen being used. The use of Lime plaster, which is a natural product is being used by some, and has been ok in the past after the 2012 floods. I am not 100% of the science of it 'hydraulic' properties but it seems to be ok. This is in 'Not a full shilling' and is being put in now into 'Valley Organics'. the Oxfam, after the last floods I think had specific type of tanking installed on the floor and some way up the walls (unsure which type) but it is an easy to clean surface that got washed down quickly. Others are tiling, again an easy to clean, water resistant surface. I am sure there are there more, and a list of recommendations would be great to get together... plus how well they work. Help build the resilience and measure it:D

Can't help with delayed payment but myself and 2 neighbours are using Pell Frischman in Wakefield and have block booked. They are specialist flood surveyors and for one property are just under £500 but by having 3 properties done at the same time we have a discount.
