If by "Finnish restaurant" you mean Finnish cuisine, I would suggest you to try out Hotelli Helka, which is located right next to the KY building. They have a buffet lunch Monday-Friday from 11-14. http://omakaupunki.hs.fi/paakaupunkiseutu/palvelut/117361/

If you miss the Finnish lunch hours (typically 11-14.30 weekdays, or shorter depending on the restaurant owner), the budget will be 15-20 euros per person pretty much wherever you go for (á la carte) Finnish kitchen meals. In that price range, I would recommend going to Zetor. It is most certainly a memorable experience, as the place has a stereotypically Finnish interior design.
