If its just a short time then dont rent a flat, it draws too much attention from the ward police, and most places are not approved to rent to foreigners anyway, so COFFEE money will be needed, just rent a hotel in District one, because the cops only c heck to see if the hotel owner has a copy of the passport and no problem. Thuy Tien Hotel is 17-22.00USD a night, flat rate, they dont rent rooms by the hour(short-time),and although its on 359 Pham Ngu Lao, its pretty quiet and they dont lock the doors after certain hours, which is a big problem with rented flats. We stayed at Gecko Hotel (85 Hang Bac, Hoan Kiem), to be honest our room was a bit of a disappointment but for the price you can't really expect too much. There are quite some nice AirBnb's also, we stayed at https://www.facebook.com/1216154835083737 Annie's Little Hanoi which was really nice but a bit more expensive.
