Absolutely Drive Savers in Novato. They have been around forever and saved my tail at old employers with messed up, not properly maintained hardware more than a few times. Or if the hard disk is an external drive you may want to replace the housing or put it into a computer to see if it spins up. PS: it is always a good idea to use an offsite hosted backup package like mozy.com or carbonite or others. So your important can't lose files are always safe. http://www.drivesaversdatarecovery.com/

I've taken my computer to HB Computerz at 17131 Beach Blvd, near Chili's a couple of times. They seemed to do a good job for a fair price. The first time I took it there, was after another repair shop was unable to fix it. They told me what was wrong and got it working again.
