I know people that have family in India that have small businesses and from what I have heard is that many of them do not have computers, but do have cell phones. One thought is that maybe an SMS marketing approach to those businesses. They most likely do not have land lines but do have cell phones. Send them a text to create a profile, where username is phone number and then maybe SMS marketing spread your website's ideas. Just a thought but India's gig economy is different then US. I can't say that this would work with certainty but it is just a thought.

You need to run ads, using local vernacular and english. This is the best way to reach out to mass number of people, other thing you can do is go to businesses in and around your locality and show them the website and its use firsthand

Your website can be called a business directory. If you will get some metrics (I mean DA 10+ at least), all businesses in India will register on your website. But, we talking about businesses that are familiar with the Internet. It's impossible to register businesses that don't believe in internet marketing (at least you do it by yourself by copying their open data from maps or FB). I think that the most simple way in your case is to make the database by yourself with the option "claim the business", or smth like that.
