There's small fabric shops in almost every mall you me towns, Fuji grands, aeons,ect. Maki in Ajina and by Hiroshima station. Tokai heart is not far from mozen gate. It's also a chain with a lot of stores around. Most fabric stores sell sewing machines. Rakuten.co.jp and pgm are a few of the spots I've found that sell mannequins and will ship here.

There is Craft Tokai in Iwakuni. Go out the main gate and turn left! It's a little ways down the road on the left hand side. The larger YouMe town in Hatsukaichi has a great fabric store and so does the mall in Hiroshima.
