First of all it is a Dell? That is a know issue with Dells and XP. Also have you installed SP3 for Windows XP? That service pack update can cause conflicts as well. It sounds like your plug and play service isn't working properly. You can uninstall and reinstall the USB driver. That is a bit more involved but I can get you directions for that or you can google how to do it.
