Retainer is simply a word for pre-paying legal services. If you started paying $25/m now and a year from now you were in a car accident and sued the benefit would only amount to $25 x12 or $300 in legal services minus whatever fee's the referral group will charge. Depending on the attorney, $300 would likely only amount to 1-2 hours of legal work.

I appreciate your "be prepared" mindset, but this is really not necessary for a variety of reasons.
* First of all, when entering into an attorney/client relationship, any attorney will require a written agreement that sets forth exactly what they are being hired for. I doubt if any prudent attorney would enter into an open ended agreement to represent you in whatever matter may arise.
* Secondly, as a practical matter, most attorneys are somewhat specialized. For example, an attorney that would represent you in a DUI case (criminal defense) is probably not the same attorney that would represent you if you were injured at work (workers' compensation).
* Thirdly, some areas of law do not require payment up front, or at least not from you. If you are suing someone it will likely be handled on a contingency fee basis where the attorney keeps a percentage (probably a 33%) of whatever is recovered. If you are being sued for certain things that you have insurance for (ie, car accident that was your fault) your insurance company will provide defense.
The best thing you could do is to just do your homework. Know who the best attorneys are in their respective practice areas so if you have a problem you will know who to call. If you have a legitimate issue, you will not have any problem finding an attorney to take the case. If you insist on "pre-payment" put the money under your mattress or in a separate savings account each month.
