Get an electrician, First thing is safety. Do it right and pay someone, better yet get the person whom installed it to fix it. The breakers set up for this are rated at enough amps to handle the situation. Likely something with wireing. Ours kept tripping the circuit breaker. We are renting, so a plumber came through the landlord. An element was burned out, but more importantly, our unit was FULL of chunks of calcium (it took him forever to get them all out, they won't drain through t he spigot) and what not from the hard water in Jeff City. We do not have a water softener but it would help this problem. Maybe yours is similar. You'll probably need a plumber, not an electrician. It didn't look like too hard a fix, just time consuming. If it's a new water heater, check the warranty. Maybe someone will come fix it on warranty.
