Facebook.com/Handymench does pergolas. They do all sort of paints and stains. I'm sure they can figure something out for you. Realistically 7 years is a stretch, but if you pick a nice wood stain it will age well and will require less maintainace then paint.

Talpiot Arnona has a lot of retired folks. It's a pretty neighborhood and only 15 minute bus ride to city center. And it's reasonably priced, for Yerushalayim. Aliza Haas is a great agent and she knows the area intimately. Good luck

any tile store sells them. I wouldn't recommend Bar Ami - very bad experience where they brought 3/4 in the wrong color and size and they made it impossible to switch.
