Unincorporated Snohomish County has County Codes, just like any City does that regulate County laws, housing, etc. Google: "Snohomish county code land use single family" to start, I am happy to chat further, but just like any city they also have land use depts, building inspectors, code enforcement, and they are all really easy to reach/work with
