My dad (who isn't a plumber, but is extremely handy and handled maintenance at FBC for years) says that it sounds like you have a leaking water pipe in your front yard. All of your issues in the house can be related to low water pressure which would happen if the pipe in the yard is leaking. He also said, that the city isn't responsible for the pipes from the meter at the street to the house...which is a bummer if that is indeed your problem. Call a plumber. I've heard Alex Beall is really good, but he is also very busy. We couldn't get him last time we needed a plumber.

Sherri Anthony Brown our gas/water bill from the city HAS been high the last couple of months. I just thought it was because it had been so cold and we were running the heat and/or fireplace, but just now I looked closer and it shows our water usage is DOUBLE what it was this time last year. I bet that's what going on.
Looking for a plumber My water heater is leaking and needs to be replaced. I've had the plumber from American Home Shield stop by already - but he wanted to tack on over...

I had some banging in my pipes a few years ago, I called some "Boys" to look at it, they wanted to tear up my sidewalk and replace my water regulator down by the street where the city water supply comes to my house, they said it would cost about $1000. I said no thanks, I'll get a second opinion. Banging stopped next day without anyone else looking at it. This was about 5 years ago and no problems after that.

I would search craigslist for a handy man. That is a very simple job that should be a breeze for someone in 1-2 hours.

Thanks to everyone for the suggestions. The leak got worse - much worse - so I called Shafer Services. It turns out it was not (as the AHS plumber diagnosed) a leaking water heater. It was a leaking pipe. It's being fixed right now. Thanks again!
