I put a cork floor with the needed moisture barrier down on concrete and it's been wonderful. Cork is a natural insulator so it's not cold like tile or laminate might be. It is a softer wood however so how you plan to use the space might be a factor. I purchased the cork planks and liner locally at Lumber Liquidators.
