It's an orthopedic surgery, that's why it's expensive. I'm not sure any of the places listed can place pins and plates. That being said, a second opinion is always a good idea, and the vet should be able to email you the X-rays for you to ask around. Unfortunately often amputations are recommended over a cheaper fix or cast because recovery is really difficult. You might try Northwest Animal Care Hospital.

Family Pet Medical has an orthopedic surgeon coming from Western WA... When my dog needed surgery it was 2500 for his knee. Pretty good pricewise and my dog seems to be happy

I see a vet in Snohomish/Clearview so I know that's further than you wanted but I have been very happy with them. Clearview Pets360-668-4810 We have had regular check ups and surgeries with them, always great care and follow up. Prices are reasonable too!

Try Snoking Vet in lynnwood, Animal Hospital at Murphys Corner (think this is in everett near mill creek), Clearview Animal Hospital...these are all places that people have recommended and say are cheaper than others. I know someone said Clearview takes payments as well. Not sure about the other two.

When I was walking two of of my clients dog we were attacked in a public park by another dog. Got the owners info, reported to Animal Control and yes the owner was required to pay for damages or get taken to small claims court. I worked as a Vet Tech in Emergency Services so I knew the laws etc. Another scenario was a small dog was attacked by another dog at the dog park. The owner of the dog who killed the other dog took off. Animal Control got involved and put a reward out for any info. Charges were pressed and the owner had to pay for the other dogs medical bills and euthanasia cost. Also a huge fine. I would definitely get animal control involved and to go through the proper steps. Both dogs were in a public place and owners are responsible for their dogs actions especially if they attack another animal.
