If you're any bit handy or at least feel competent in diagnosing/identifying car problems, out may not be a bad idea to head to Rock Hill, SC. There are tons on title loan places that are moving large volumes of repo cars.
It's risky because if it's been repo'd the previous owner is not likely to have taken good care of it but I got a great deal on a 2002 focus a few years ago. I bought it for $1050, spent, maybe $6-700 on parts and repairs over the course of a year, then sold it in Charlotte for $1400 when I bought a new car.
As far as I know, it's still out there, running. This is from someone with 0 mechanical experience. I'm just good at googling, following directions from YouTube videos, and knowing when something's above my pay grade.

On the super low end you have to do all your research and be willing to walk away at the slightest sign of resistance to you having the car inspected. The sub $10,000 (and especially below $5,000) is honestly a roulette game.
I just bought a new car in May and got it from a regular car dealership because they had what I wanted, but I went to about twenty different lots to look at cars. I drove two absolute duds at Adam's which made me skeptical of the whole outfit. Keffer has a used lot that had some nicely priced cars on it, but I don't know how the buying process is.
Honestly, if the mazda dealer didn't have the exact car I was looking for I was 100% going to buy a car from Hertz. The dudes there were super nice and they let me have the car looked at even before I went through the buying process. I'd recommend them if you just want something newish and hecka cheap. (all used cars are potential lemons so the idea that it used to be a rental shouldn't make you write it off entirely. Regular humans treat their cars real bad too.)
